This causes problems as the magnitude and complexity of contemporary challenges often outpace the capacity of government agencies to provide comprehensive solutions.
Second, issues like climate change, poverty, and healthcare demand a collaborative and diverse set of tools that extend beyond traditional governmental frameworks. Even if the government operated efficiently (and that's a big "if"), the sheer size of its mandate to promote the general welfare means that it cannot adequately focus on every specific issue. Engaging non-profit enterprises (NPEs), private enterprises, and grassroots initiatives becomes imperative to solving societal problems holistically. NPEs are designed to focus on one problem at a time, increasing their efficacy by working as independent bodies in collaboration with each other, as opposed to a single body weighed down by the bureaucracy of being such a large organization.
The first two points would be considerations even assuming pure intent of all government officials. We all know the reality of government corruption. Leveraging NPEs plays a crucial role in mitigating corruption by effectively limiting the undue influence that governments may exert.
